At Mori Tower in Roppongi Hills, Tokyo City View combines paranomic city views with the Mori Art Museum’s exhibitions for one unforgettable visit.

What is Mori Tower?
Mori Tower is the centerpiece of the upscale Roppongi Hills complex. The 54-story skyscraper is home to offices, shops, restaurants, and cultural attractions. On the top floors, you’ll find Tokyo City View (an indoor observation deck), the Sky Deck (an open-air rooftop), and the Mori Art Museum. Together, they offer one of the rare spots in Tokyo where you can enjoy both panoramic views and world-class art in the same visit.
Tokyo City View: Stunning Views from the 52nd Floor

We’ve been to other viewpoints like the Tokyo Metropolitan Government Building and Tokyo Skytree, Shibuya Sky, but Tokyo City View is one our favorites. From Roppongi, you get a central angle of the city skyline, with clear views of Tokyo Tower, Shinjuku, Shibuya, and even Mt. Fuji on a clear day.
Since there aren’t many tall buildings nearby, the scenery feels open and unobstructed. The indoor observation deck is spacious and comfortable, while the highlight is the Sky Deck above, where nothing stands between you and the city below.
Sky Deck: A Rooftop View Like No Other
When we visited, the Sky Deck was still open. However, it has been closed since 2023. Stepping onto the open-air helipad was unforgettable. With no glass or fencing in the way, the 360° view felt exhilarating.
We loved spotting landmarks like Tokyo Tower and Shibuya Crossing from above.
Mori Art Museum: Contemporary and Engaging

Our tickets also included entry to the Mori Art Museum, located on the same level as Tokyo City View. This museum is known for its contemporary exhibitions that often combine art, architecture, and technology.
During our visit, the theme was Japan in Architecture, with 3D models, traditional woodworking displays, and even a replica of a historic tea house. One highlight was a multimedia installation that transformed traditional spaces into modern cityscapes right before our eyes. Even our kids enjoyed the interactive elements, which made the experience engaging for the whole family.
Mori Arts Center Gallery: Pop Culture Exhibits

On the same floor is the Mori Arts Center Gallery, which features special exhibitions that focus on anime, manga, and pop culture. Admission is separate from the Tokyo City View ticket. When we visited, there was a 50th anniversary exhibit for Jump comic magazine that drew plenty of fans. If you love Japanese pop culture, it’s worth checking the current schedule.
How to Get to Tokyo City View & Mori Art Museum
Mori Tower sits inside Roppongi Hills in Minato City. It’s easy to reach by subway, bus, or on foot from nearby neighborhoods.
By Tokyo Metro
- Hibiya Line to Roppongi Station (Exit 1C), then follow signs to Roppongi Hills and Mori Tower.
By Toei Oedo Line
- Oedo Line to Roppongi Station (Exit 3), about a 5-minute walk.
