A Scenic Ride to Kobe’s Mountaintop Garden

If you’re visiting Kobe and looking for a relaxing escape with stunning views, the Kobe Nunobiki Ropeway and Herb Gardens are one of the city’s most beautiful experiences. This mountaintop retreat blends natural scenery, colorful blooms, and fresh mountain air—all just minutes from downtown.

The ropeway takes you on a 10-minute journey above Nunobiki Falls and forested slopes of the Rokko Mountains. From your gondola, you can see the city skyline, the port of Kobe, and even out toward Osaka on clear days. It’s a gentle ride that offers one of the best panoramic views in the region.

At the top, the Kobe Nunobiki Herb Gardens spread across the hillside. With more than 75,000 plants and 200 types of herbs and flowers, it’s the largest herb garden in Japan.

What to See and Do

Summit Observation Terrace

A panoramic view of the city by the sea, seen from a high vantage point near dense green trees under a blue sky with scattered clouds, showcasing the Nunobiki Ropeway and Herb Gardens in the lush foreground.

We started our visit at the lookout terrace, where the entire city stretched out before us. It was calm and breezy, and we could see ships dotting the Seto Inland Sea.

Nunobiki Falls from Above

A tall, narrow waterfall cascades down a rocky cliff surrounded by dense, lush green forest seen from above, near the Nunobiki Ropeway and Herb Gardens. Sunlight filters through the trees, highlighting the vibrant greenery.

On the ropeway ride up, we glided right over Nunobiki Falls (布引の滝), one of Japan’s most celebrated waterfalls. It’s a sacred site in local legend and one of the earliest scenic spots documented in Japanese poetry.

Tropical Glasshouse

A bright indoor garden with glass walls and ceiling, inspired by the Nunobiki Ropeway and Herb Gardens, is filled with lush green plants, hanging baskets, and potted flowers. A Welcome sign stands to the left as sunlight streams in from above.

At the top, the glasshouse conservatory offered a lush change of pace. Inside, tropical fruits like bananas, guava, and papaya grew among warm, humid air and bright sunlight. It felt like stepping into a different climate zone.

Seasonal Flower Terraces

Each season brings something new to the garden. We visited in early summer and were greeted by waves of lavender, mint, and rose. In autumn, the hillside turns golden with cosmos and fiery foliage. Winter brings hardy rosemary and camellia blossoms.

Garden Walks and Cafes

Winding paths took us past herb beds, scenic benches, and small rest areas. We stopped at a terrace café for herbal tea and cake while soaking in the view. The gardens are stroller-friendly and great for kids to run around safely.

Optional Hiking Trails

From the summit, hikers can continue deeper into the Rokko Mountains. The trail toward Mount Maya offers peaceful forest scenery and lookout points away from the crowds.

We recommend setting aside 1.5 to 2 hours to fully enjoy the gardens. There are cafes, drink stands, and small gift shops throughout the area.
